Study Shows Juvenile Offenders Often Victims of Child Abuse, Neglect

After several years of research and analysis, the Child Welfare League of America (CWLA), has released a report that shows the long-term adverse consequences of child abuse and neglect. The bottom line of the study: there is an increased likelihood of abused and neglected youth becoming involved in the juvenile justice system. The Guidebook for Juvenile Justice & Child Welfare System Coordination and Integration, (Wiig and Tuell, CWLA) details the long-term effects of abuse and neglect while also demonstrating the challenges for cross-system collaboration that may greatly improve outcomes for youths involved in the criminal justice system. The study provides key information on the crisis facing at-risk kids in the U.S. A successful strategy is likely the four-phase framework created by the CWLA Juvenile Justice Division to help local jurisdictions. The four phases of the framework include mobilization and advocacy, study and analysis, development of an action strategy, and implementation of the strategy.
